[mad-user] MAD plug-in 0.12.2b CPU utilization

Hey you MAD, MAD crowd, this is just Nawhead giving you a little lowdown
into the new release's speed improvement results.  :)

I have a Celeron 400 with Windows 98 (original).  I used Another Task
Manager to isolate the decoder thread and get the results.  I did three
test runs on different bitrate MP3's, getting the average after at least
a minute of playback.
